《广东省基层医疗卫生机构管理信息系统》项目

● 城乡居民日益增长的健康医疗服务需求,对基层医疗卫生机构提出了更高的要求。我省基层医疗卫生机构信息化基础普 遍比较薄弱,在一定程度上制约了服务能力的提高,加强信息化建设成为当务之急。2009年3月,深化医药卫生体制改 革吹响了号角。信息化建设作为深化医改的四梁八柱之一,列入各级决策部门重要议事日程。2012年,国家发改委和原 卫生部联合发布《基层医疗卫生机构管理信息系统建设项目指导意见》,要求推进基层医疗卫生机构信息化建设; 2013 年7月,省发展改革委正式批复建设广东省基层医疗卫生机构管理信息系统,项目总投资44334万元;2015年9月,省发 展改革委正式批复了项目初步设计方案,广东省基层医疗卫生机构管理信息系统建设从此拉开了序幕。

 

项目建设成果

 项目涉及15个地级市,建成1个省级数据中心及15个地市数据中心,架设起拥有16个节点的全省基层医疗卫生私有云大平台。

● 项目建成1个省级、15个地市级基层医疗卫生数据交换及应用平台,奠定全省基层医疗卫生数据互联互通的基础。

● 项目建成全省统一的基层医疗卫生信息化标准体系,统一了数据对接、业务协调联动等标准。 项目为全省1967家基层医疗卫生机构提供公卫-医疗一体化的应用系统,配备电脑、读卡器等终端设备。

● 项目落成的多级系统运维管理中心,有力地支撑起项目的整体运维,配合全省各片区现场运维团队,为全省基卫平台的 稳定运行保驾护航。

● 医院门诊日均3000人次,床位近1000张。

 

数字化医院建设概况

     习水县人民医院全院的数字和信息化建设项目总投资超1000万,由和宇健康科技承建,该项目得到了医院院长以及各级领导的大力支持,在院长带领下,逐步建成了以电子病历为核心,涵盖临床信息化、医技信息化、资源信息化等主要业务领域的全院的数字化信息系统。主要包括了HIS、LIS、EMR、PACS、体检、临床路径、合理用药、CA数字认证等系统。

此外还对接了贵州省医疗信息化平台、遵义市区域医疗信息化平台、贵州省预约挂号平台等各大医疗信息平台,实现了院内、院外的互联互通。

 

实施效果

     面向患者:提供了微信预约挂号缴费、自助缴费、检查检验报告查询、排队叫号、自助报告及胶片打印等智慧医疗服务,通过多种途径为患者提供医疗服务,给患者带来了便利,同时也提高了患者满意度,也提升了医院的综合服务能力;

     面向医护:提供了临床路径、EMR、合理用药、以及CA认证等业务系统,助力医院向智能化方向发展;通过EMR以及CA认证的实施,使医院逐步转向诊疗过程的无纸化方向发展;

     面向资源:提供了一体化的医院资源管理系统,为医院的物资、药品、设备、供应室做统一的管理,并实现了药品物资的批次管理、消毒包追溯管理;通过与中药颗粒自助摆药机的对接,实现了摆药的自动化,大大减轻了药房人员的工作负担,提高了药剂人员的工作质量;

     面向管理者:提供可视化的综合统计查询系统,为管理者提供各类辅助决策支持报表;

医院概况

● 汕头市金平区中医院为公立二级中医医院,为汕头市中心医院康复分院,也是汕头市中心医院医联体单位。

● 医院规范设有15个临床科室, 4个病区。

● 医院门诊日均 人次,床位近500张。

● 汕头市金平区中医医院与汕头市中心医院签订合作协议,在医院共同建设“汕头市中心医院康复分院”、“广东省工伤康复中心粤东分中心”,全力打造大专科小综合特色医院。

 

项目概况

汕头市金平区中医医院新址(汕头市中心医院康复分院)采购医用设备及信息化建设项目,项目总投资金额1700多万元。

本项目主要包含机房建设与医疗信息化系统两大部分。

在机房建设方面,完成网络整体改造,包括综合布线、机房建设、无死角监控、相应服务器/存储系统配置、实现全国安全标准;

在医疗信息化系统方面,完成HIS信息系统的建设,成功实施了RIS系统、LIS系统和PACS系统,完善电子病历系统,实现临床系统的信息化管理,并实施质控管理和院感管理系统等;

此外还建设了健康云平台,提供预约挂号、缴费、费用查询、医院推广等内容。

 

产品应用

《县域医共体智慧基层医疗服务体系之"连州解法"》项目

●     近年来,连州市委、市政府对医疗卫生健康发展十分重视,为保证医疗质量和医疗服务的持续发展,开展医疗卫生便民惠民服务,投入专项资金打造连州市级卫生健康信息综合管理平台。项目自2019年9月正式启动,历时11个月,于今年7月正式上线试运行。

截止目前,连州市所有公立医疗机构及红十会医院、市工会医院、市残疾人康复医院、北山医院等30家公立和私立医疗机构,全市163间村卫生站陆续接入平台,和宇健康助力连州市率先实现紧密型县域医共体“基层首诊、双向转诊、急慢分治、上下联动”模式,实现医疗数据与公卫数据实时共享、报告互认,优化就诊流程,使就医更加便利。

连州市卫生健康信息管理平台实现人口信息库、电子健康档案资源、电子病历信息库、卫生计生综合管理信息库四大数据库互通整合,连接各级各类医疗卫生机构,建设和完善公共卫生、计划生育、医疗服务、医疗保障、药品管理、综合管理、决策分析等应用信息系统,实现全民健康信息的业务协同和共享,形成覆盖全人口、全生命周期的全民健康信息服务体系。

连州市作为国家紧密型县域医共体建设试点县,借助区域卫生信息系统和“互联网+”技术,逐步形成行政、人员、财务、医疗质量、药械、信息系统的“六统一”管理,促进医疗技术下沉,让经济欠发达、交通欠便利、医疗技术较弱的连州市域的老百姓在家门口就能享受到县级乃至省级大专家的优质医疗服务,有效促进了县域医疗卫生服务能力提升。

 项目覆盖全市30家医疗机构、163间村卫生站,形成紧密型县域医共体“基层首诊、双向转诊、急慢分治、上下联动”模式,实现医疗数据与公卫数据实时共享、报告互认,优化就诊流程,使就医更加便利。

● 实现医技检查检验区域预约,使用区域医疗资源合理分配与利用,提高医疗服务效率,提升群众满意度。

● 人口信息资源库、电子健康档案资源、电子病历资源库和卫生计生综合管理资源互通与整合,为医疗卫生的查询、监管、统计分析、业务应用等信息化建设打下基础。

● 全市医疗机构应用统一电子健康码,实现就诊“一码通用”。

● 合理用药查询、用药实时分析系统、问题处方统计分析系统、医药学信息查询处方抽查与点评系统、抗菌药报表分析系统,助力县域医共体规范用药。

● 利用人工智能技术,实现以多专科并行推导的方式,引导符合单病种规范的诊断思维,辅助基层医生临床诊断,防范误诊、漏诊。

● 实现家庭医生业务监控、医疗与公卫数据业务监管、健康教育宣传、投诉与监督管理、卫生信息发布、跨机构文档共享、居民主索引管理、平台管控中心、实时数据消息监控,实现资源统一管理与决策分析。

● 依托“连州市医疗集团”公众号与居民健康APP,居民在线享受健康教育、查阅个人健康档案、预约挂号、智能(导)诊疗、查询检查检验报告、统一支付和家庭医生在线签约,提升群众就医体验感。

After a year of careful preparation, 26 drafting units including Heyu Health, organized and coordinated by Director Deng Yiheng of Lianzhou Medical General Hospital, have successfully completed all key steps from project approval to release. This guide follows the principle of top-level design, comprehensively covers six major service areas, and particularly emphasizes intelligent applications, highlighting the latest progress and achievements of Lianzhou City in smart healthcare.

SHANTOU LONGHU DISTRICT TIGHT COUNTY MEDICAL COMMUNITY PROJECT

Since the formal establishment of the compact regional medical and health community in Longhu District in June 2020, a series of relevant plans have been formulated and implemented, and a comprehensive management system has been successfully established, achieving positive results. By the first half of 2022, the Medical Community Group of Longhu District Second People's Hospital has successfully met the national standards for closely knit county-level medical communities and has been commended by the provincial government. In September of the same year, 11 districts (counties) including Longhu District were once again commended by six departments including the Provincial Health Commission, the Department of Finance, and the Department of Human Resources and Social Security for their outstanding performance in promoting the construction of the medical community in 2021.

PROJECT OF MANAGEMENT INFORMATION SYSTEM FOR GRASSROOTS MEDICAL AND HEALTH INSTITUTIONS IN GUANGDONG PROVINCE

The increasing demand for health and medical services among urban and rural residents has put forward higher requirements for grassroots medical and health institutions. The informationization foundation of grassroots medical and health institutions in Guangdong Province is generally weak, which to some extent restricts the improvement of service capabilities. Strengthening informationization construction has become an urgent task. In March 2009, the horn sounded for deepening the reform of the medical and health system. Information technology construction, as one of the four beams and eight pillars of deepening medical reform, has been included in the important agenda of decision-making departments at all levels. In 2012, the National Development and Reform Commission and the former Ministry of Health jointly issued the "Guiding Opinions on the Construction of Management Information Systems for Grassroots Medical and Health Institutions", requiring the promotion of information technology construction in grassroots medical and health institutions; In July 2013, the Development and Reform Commission of Guangdong Province officially approved the construction of the Management Information System for Grassroots Medical and Health Institutions in Guangdong Province, with a total investment of 443.34 million yuan; In September 2015, the Provincial Development and Reform Commission officially approved the preliminary design plan of the project, marking the beginning of the construction of the management information system for grassroots medical and health institutions in Guangdong Province.

· The project will establish one provincial-level and 15 prefecture level grassroots medical and health data exchange and application platforms, laying the foundation for the interconnection and intercommunication of grassroots medical and health data in the province.
· The project has established a unified standard system for grassroots medical and health informationization in the province, which standardizes data docking, business coordination and linkage. The project provides a public health medical integrated application system for 1967 grassroots medical and health institutions in the province, equipped with terminal devices such as computers and card readers.
· The multi-level system operation and maintenance management center completed by the project effectively supports the overall operation and maintenance of the project, cooperates with on-site operation and maintenance teams in various regions of the province, and provides escort for the stable operation of the provincial basic health platform.

In order to implement the policy of benefiting the people of basic public health services, improve the people's health literacy and health security level, Heyu health helped Huidong County pilot launch the "mobile public health centralized physical examination and follow-up vehicle" to carry out mobile follow-up services in the community, and promote the integration of chronic disease management and medical prevention in the community.
